Sinopsis:
Berlatar cerita di Kota Onomichi, Hiroshima tahun 20XX. Ikan laut di seluruh dunia menghilang dan hanya menyisakan paus. Mengetahui hal itu, Kementerian Perikanan memutuskan untuk melakukan eksperimen dengan membangun Universe Fish Tanks di luar angkasa.
